Mr. PHENG Heng is an attorney-at-law and member of the Bar Association of
the Kingdom of Cambodia. He obtained Master Decree in Law from
Pannasastra University of Cambodia (PUC). Currently, he is a PhD candidate
in Law at the same university. He has been a practicing lawyer since 2008 in
the areas of criminal law, civil law, commercial law and administrative law.
He was a legal adviser at the Council of Ministers in 2012 and an Under-
Secretary of State at Ministry of Social Affairs, Veterans and Youth
Rehabilitation from 2004 to 2008. From 1999 to 2004, Mr. PHENG Heng served
as Deputy Cabinet and Advisor at Phnom Penh City and Siem Reap Provincial
Hall responsible for investment. He got numerous trainings inside the country
in international law system and anti-corruption law. Currently, he is the
Managing Partner of BBC Law Firm and Advisor to the National Assembly.
